Client: CPB and DT Infrastructure Joint Venture for Transport for New South Wales

Scope:
The $1.2 billion Warringah Freeway Upgrade (WFU) is a critical component of the Western Harbour Tunnel and Beaches Link (WHTBL) Program and one of the highest trafficked roads in Australia, managing over 250,000 vehicles per day. The WFU enables connection of new WHTBL motorways into the existing motorway network, aiming to deliver connectivity and safety benefits for public transport, freight, and private vehicle customers while improving the journey experience for existing Warringah Freeway users.
Integrate and our subconsultants SystemiQ, Moso and Cica Group delivered a Reliability, Availability and Maintainability and Human Factors (RAM HF) Assessment for the Warringah Freeway Upgrade. The RAM HF reviewed the ITS that is being delivered to support operation and maintenance by Transport for New South Wales (TfNSW), the Sydney Harbour Tunnel (SHT) and Transurban. Control systems impacted by the upgrade include the TfNSW Motorway Management System (MMS) and Electronic Lane Control System (ELCS) and the Lane Cove Tunnel (LCT) Operations Management & Control System (OMCS).
Key Activities:
- Data gathering: Reviewed the ITS design at various delivery stages and aligned this with the available equipment registers for gathering of any available published performance data (to collect to support the development of the assessment and to determine any implications for the Operations and Maintenance phase.
- Subsystem Analysis: Reviewed components of various subsystems that supported operation of the upgrade by TfNSW and defined standard subsystem types based on differing hardware configurations to support calculation of Availability per subsystem.
- Stakeholder Consultation: Consulted with multiple interfacing system operators and maintainers for the Lane Cove Tunnel, Sydney Harbour Tunnel, and Sydney Harbour Bridge and freeway.
- Reporting: Delivered a report that defined all relevant terms and calculations for the subsystems in scope for the project; reviewed delivery stages in alignment with design documentation; reviewed spatial requirements to ensure operational reliability
- Technical Assessment: Developed Failure Mode Effects and Criticality Analysis (FMECA), Reliability Block Diagrams, and Availability calculations for multiple subsystems, aligned with the supporting Human Factors Assessment.
Outcome:
Ensured our client met their obligations for RAM HF Assessment within their deadlines. Our feedback will help ensure connectivity and safety benefits through a comprehensive RAM evaluation, ensuring the new motorways connected effectively with the existing network to improve the journey experience for users.
