Scope:

Extensive consultation with the Department of Logistics and Infrastructure (DLI) leadership and regional delivery teams to develop a comprehensive costed plan for implementing current ITS technologies and futureproofing for emerging innovations. Integrate developed an ITS Strategic Master Plan, technology roadmap, and costed rollout program for urban, rural, and remote locations to align with DLI’s objectives for safety, operational efficiency and economic outcomes.

Key Activities:
  • Provided an Introduction to ITS report, discussing Systems Engineering processes, ITS Architectures, current and future technologies, and costs and benefits of ITS.
  • Developed a tailored ITS Toolbox to address the various operational and delivery issues identified.
  • Reviewed and summarised the organisational context and current DLI and national strategies that influence ITS delivery.
  • Conducted extensive stakeholder consultation to identify operational, maintenance and delivery challenges centrally and in the different regional areas. Following this, the team summarised the stakeholder feedback in a comprehensive Issues Register including causes, consequences, required mitigations and resulting operational process, standards and infrastructure requirements.
  • A key issue was provision of communications to remote locations. The team brought in a Low Earth Orbit (LEO) satellite expert to provide advice on addressing communications gaps, informing subsequent trials.
  • Reviewed current and planned deployments and identified gaps based on the issues register.
  • Based on the above comprehensive review, developed an ITS deployment plan for Horizon 1 (1-5 years) and Horizon 2 *(6+ years). This was supported by a cost modelling spreadsheet which enabled inclusion of human resource, capital expenditure and operational expenditure (licensing, operations, maintenance) costs.
  • The final deliverable was a roadmap which summarised the planned delivery by various categories.
Outcome:

Delivery of a strategic framework enabling effective ITS investment across the Territory, supported by comprehensive funding estimates and a pathway toward seamless connectivity solutions for the NT’s challenging infrastructure environment.
