Scope:
To provide urgent ICT advisory and project management support to finalise the Configuration File Management System (CFMS) Microsoft Dynamics customisation and to review training delivery scope and materials for the Next Generation Traffic Signalling Program (NGTSP). The engagement was initiated to ensure software workflows aligned properly with the design and development process used by the program to ensure record keeping legislative compliance; minimize further development and maintenance costs; and ensure system handover as rapidly and efficiently as possible.
Key Activities:
- Handover meetings with departing project manager – arranged for two days solid run through of all deliverables to gather as much information as possible over a very short timeframe.
- CFMS Familiarisation and requirements gathering: Assessed delivery status of all software components and confirmed which items were in scope, and which were not necessary to progress for the initial release. Reviewed the software documentation and recorded system demonstrations/ requirements meetings with the developers. The developers were also consulted on multiple workflow and process queries.
- Workflow Definition: Identified that the workflows developed for the software did not align with standard Design practice and folder structures were not suitable for clear, structured record keeping. Held multiple workshops with the design team to confirm their actual design delivery process and existing folder structures so that implementation of the system would minimise the number of changes that the team would have to deal with.
- System Rectification Planning: Having confirmed folder structures and clarified workflows, the Microsoft Dynamics configuration was reviewed to identify minimal necessary changes for the user interface, data fields and transitions (workflows). Folder structures were defined and signed off by the design team.
- Vendor & Procurement Support: Managed discussions with the original developer regarding budget constraints and modification options; tracked performance during variation orders; and supported the procurement process for a new in-house developer through RFQ preparation, role definition, and interview facilitation.
- Test Planning: Developed a rigorous test plan and use-case-based framework to guide finalisation.
- Capacity Building: Upskilled internal TMR staff responsible for finalising the system and acted as a sounding board during the system update.
- Training Documentation review: Reviewed available training materials and consulted with TMR’s training specialists to get their input on the best way forward. Compiled all materials in one location so that these could be found for editing in future. Training materials were assessed for completeness and it was recommended to scale back and deliver good quality core modules.
Outcome:
Successfully established a clear path to finalise the CFMS by defining a verified scope of work and minimised changes to the software. Supported the recommended transitioning to an in-house resource strategy to enable direct interaction with the developer as the system was finalised, as the most cost-effective model. Delivered comprehensive specifications, test frameworks, and revised folder structures, ensuring the system met required workflows while securing the knowledge base needed for the program.
