Scope:

Development of an ITS strategic plan detailing the City of Gold Coast’s Network Intelligence and Transport Systems development, including an overview of the associated implementation plan to support short-term and longer-term objectives. Integrate conducted a holistic review of city needs for transportation network management, covering diverse considerations from network optimisation to smart technology pilots.

The work was delivered based on ISO 15288 Systems Engineering processes and included development of a Needs Assessment, Concept of Operations, forward financial modelling, an introduction to the current ITS technologies with an ITS toolbox and a traceability matrix to track delivery.

Key Activities:
  • Review of the organisational context and existing strategic plans: Integrated the City’s Transport Strategy and seven modal plans into actionable tasks for the Network Intelligence and Transport team; confirmed plan mandates based on strategic objectives and an infrastructure Needs Assessment.
  • Stakeholder Engagement: Engaged with diverse stakeholders across the organisation to undertake needs and gap analysis; conducted various stakeholder workshops to inform the NITS plan framework.
  • Review Considerations: Addressed network management and optimisation, improved surveillance and situational awareness, infrastructure needs (urban and rural), incident and disaster management, kerbside management, traveller information provision, and smart technology pilots.
  • Collaboration: Aligned activities with other areas of technology and innovation within the Gold Coast, including the Digital City Program and transport partners such as TMR.
  • Plan Update in subsequent years: Updated the NITS plan to align with changes to the broader City of Gold Coast Transport Strategy and supporting modal plans; developed a traceability matrix for implementation.
Outcome:

Successfully delivered the Network Intelligence and Transport Systems Plan on time and within budget to the City’s internal Project Manager and ITS Lead for implementation. The engagement identified achievable activities within budgetary and resourcing constraints, providing a phased implementation plan for future ITS initiatives and positioning the City to make optimal use of available technology for community benefit. Integrate was invited back to update the plan and to deliver other strategic reviews, demonstrating the success of the plan.
