Scope:

Program Support and Engineering Management for the Camera Detected Offence Program (CDOP) which is responsible for delivery and maintenance of road safety camera systems including Point to Point (P2P) systems; Combined Red Light & Speed Camera (CRLSC) systems; Red Light Camera (RLC) systems; Fixed Spot Speed (FSS) systems and Hold the Red (HTR) systems. Our team supported TMR program managers with management of design and construction delivery, stakeholder engagement, management reporting and development of business cases for new infrastructure across Queensland.

Key Activities:
  • Engineering management:
    • Provided technical problem-solving and engineering advice across design and construction phases to resolve site constraints, conflicts and non-conformances.
    • Coordinated program-level resourcing and prioritisation across multiple concurrent CDOP sites to meet TMR delivery milestones.
    • Prepared stakeholder and management reporting, dashboards and status updates to keep the CDOP program managers and stakeholders informed of progress, risks and issues.
    • Identified and managed program risks, escalating and driving resolution of critical issues impacting delivery timeframes and budgets within our scope of operation.
  • Design Management:
    • Developed Design Functional Specifications for multiple sites across Queensland, providing scope and delivery requirements for designs.
    • Tracked design progress with the design teams to enable progress reporting to management.
    • Supported the designers by arranging stakeholder presentations for design coordination and reviews.
    • Arrangements for site inspections and underground service location.
    • Sourcing of survey and traffic data, drawing numbers and other design inputs.
    • Design review – scope, quality, compliance checks and sanity checks on Bills of Quantities and estimates.
    • Facilitation of engagement with internal TMR subject matter experts (SMEs) and Local Government Authority (LGA) representatives for design and site works.
    • Arrangement of all mandatory environment, cultural heritage and native title assessments for new and existing sites.
    • Compiled design packs for the procurement team to issue for tender.
    • Managed scope changes and variation requests.
  • Construction Management:
    • Ensured documentation provided by the contractor was in line with TMR specifications (MRTSs), reviewed by stakeholders and updated as necessary before site works commenced.
    • Oversaw construction delivery and deliverables, monitoring progress and minimising delays and running regular progress and issue management meetings.
    • Managed rapid responses to RFIs and requests for variations.
    • Arranged civil and electrical inspections and coordinated any defect remediation.
    • Progress reporting to CDOP Management.
  • Business Cases
    • Developed for multiple P2P, CRLSC and HTR sites, using TMR’s standard framework.
    • Desktop Review and Site Inspection: Information on the sites was gathered using Before You Dig Australia (BYDA), Google Streetview, Energy Queensland Look up and Live data and was compiled into a desktop review report. Following site inspection, the reports were updated with findings.
    • Business Case Report:
      • Project definition included the business problem or opportunity; strategic alignment; objectives; scope; assumptions and constraints; and design considerations.
      • Depending on the configuration of the site(s), 2-5 options were assessed based on five agreed, weighted, evaluation criteria. Each option was scored based on the evaluation criteria and was assigned a final weighted score.
      • The best scoring option was then recommended for delivery, with one or more additional acceptable options provided.
  • Proofs of Concept
    • Scope and process definition for various technology trials for Hold the Red equipment and Variable speed limit systems.
    • Market research to source viable system developers and suppliers.
    • Test Site design documentation for temporary installation of test devices.
    • Traffic signal personality design in collaboration with the TMR RoadTek SMEs.
    • Management of installation and commissioning by RoadTek including sourcing support from the equipment suppliers to ensure the best possible configuration.
    • Testing of the equipment under various conditions, equipment fault management.
    • Preparation of a report on the findings of the test, including recommendations for personality design and equipment/ installation for future deployments.
Outcomes:

Delivery of comprehensive design and construction management support for CDOP delivery across Queensland, ensuring compliance with MRTS standards and maintaining effective stakeholder coordination throughout the project lifecycle. Design documentation met TMR specifications and was compiled into packs, ready for procurement to action. Delivery of 38 Business Cases and trials of multiple systems support safer operations on Queensland roads.
